Yes, this is like Class D/E effective times. The AFD shows Shaw Class C operating for 4hrs daily during the week in support of the military operations. I once had long time CFI's tell me that the blue segmented circle indicates the airspace owned by the tower and the TRACON owns the rest of the airspance. When questioned why this is the only airport like this, they said that the blue segmented circle was hidden by the solid magenta so we couldn't see it on the rest of the Class C airports. Obviously, that was incorrect.
