Yes, based on the phraseology you posted, according to AIM section 4-3-18, the pilot of 345 can cross all runways up until 11L.

However, according to the PDF you linked to, after June 30th a controller should not be giving that instruction anymore. The controller will explicitly tell N12345 to cross a runway she needs to cross, or will explicitly tell her to hold short.

You're correct! I wanted to share the new information but figured it should be in the form of a question... like Jeopardy. After June 30th, this phraseology is going away and the US is following the rest of the world in their taxi procedures. I think it's a good thing.
