I know that I can be the safety pilot for an instrument rated pilot who is flying under the hood as a private pilot. My question is how do I go about logging that time as the safety pilot? Do I log the time as PIC or SIC? Many of the pilots at my local FBO are split on what to do.

Hey Rich, excellent question! You might want to check out this question here, because Sean and wbeard both had excellent answers that covered the safety pilot issue: http://www.circletoland.com/questions/224/logging-of-pic-time. It seems like you can log both, however wbeard brought up the point that if you log PIC as a safety pilot, you're taking legal responsibility for the safety of the flight.
