When I am reading a weather report I think the winds are reported in reference to TRUE north, is that the case for winds given by tower personnel on final approach? I'm trying to figure out if I need to convert the winds to get a comparison where the wind is coming from. In Portland, OR the variation is 17 degrees. It could make a big difference on which runway I choose.

Weather reports always give winds in true north, but the tower will always give you the winds in reference to magnetic north. This includes the ATIS broadcast and the "wind check" that they often give you on short final.
